Terms of Service

The rules that apply when you search, list, verify, rent out or manage property on Vera237 in Cameroon.

1. Who we are and what this agreement covers

Vera237 ("Vera237", "we", "us") operates the website and application published at vera237.com, which lets people search property in Cameroon, publish listings, request verification support, contact professionals and manage tenancies.

By creating an account, publishing a listing or otherwise using the platform you accept these Terms of Service. They form a contract between you and Vera237 and are concluded electronically in accordance with Law No. 2010/021 of 21 December 2010 governing electronic commerce in Cameroon.

If you do not accept these terms, do not use the platform.

2. What Vera237 is — and what it is not

Vera237 is an information and intermediation platform. We display information supplied by listers and third parties, and we organise verification checks on that information.

  • We are not a government authority, a land registry (cadastre), a notary, a sworn surveyor or a court, and we do not issue, confirm or guarantee land certificates.
  • We do not own, sell, let or manage the properties listed, and we are not a party to any sale, lease or agency contract concluded between users.
  • A Trust Score and any verification badge describe only what has been submitted, reviewed or physically inspected at a given date. They are an indication of documentary and field checks, never a legal warranty of ownership, of the absence of disputes or of a good investment.
  • Transfer of immovable property in Cameroon is only effective through the procedures set out in Ordinances No. 74-1 and 74-2 of 6 July 1974 on land tenure and Decree No. 76/165 of 27 April 1976 on land certificates, and generally requires a notarised deed and registration. Nothing published on Vera237 replaces those steps.

3. Eligibility and your account

  • You must be at least 18 years old and have legal capacity to contract.
  • Account information must be true, complete and kept up to date. We may suspend accounts with false identity data.
  • You are responsible for everything done through your account and for keeping your credentials secret. Unauthorised access to another person's account is an offence under Law No. 2010/012 of 21 December 2010 on cyber security and cyber criminality.
  • Business users (agencies, developers, property managers, artisans) must be able to justify their registration, licence or professional authorisation when we ask for it.

4. Listing obligations for sellers, landlords and agents

You may only list a property if you are the owner, an heir acting with the agreement of the other heirs, or a duly mandated agent. You must be able to produce your written mandate on request.

  • Descriptions, surfaces, prices, rent, charges and photographs must correspond to the actual property. Publishing a property you have no right to sell or let, or collecting a deposit for it, can constitute fraud (escroquerie) under the Cameroonian Penal Code.
  • You must state the nature of your title honestly — land certificate, certificate of occupancy, notarised sale, customary or family land — without claiming a stronger document than you hold.
  • Real estate development activity is regulated by Law No. 2013/016 of 16 December 2013 governing real estate promotion; if you sell off-plan or as a developer, you must comply with it, including any required guarantees.
  • Rental practices must respect the OHADA Uniform Act on general commercial law for commercial leases, and Cameroonian rules on residential rent and deposits. Deposits demanded before any visit or written agreement are prohibited on this platform.
  • For rent, you must respect the number of months of deposit and advance rent allowed by the applicable Cameroonian rules, and issue receipts for every payment received.
  • You must keep availability accurate, unit by unit, and withdraw or mark as taken any property that is no longer available.
  • You grant Vera237 a non-exclusive, royalty-free licence to display, resize and translate your listing content on the platform and in its communications for as long as the listing is online. You confirm you hold the rights to the photos, videos and virtual tours you upload, in accordance with Law No. 2000/011 of 19 December 2000 on copyright and neighbouring rights.

5. Verification, Trust Scores and reports

  • Verification is a service of assistance: we check documents supplied to us, confirm locations, and may commission a physical inspection or a professional opinion.
  • We may request additional documents, refuse a verification, lower or withdraw a Trust Score, or unpublish a listing if the information is contradictory, outdated or suspicious.
  • Verification does not certify ownership, does not clear disputes, and does not replace a search at the land registry (conservation foncière) carried out in your own name, nor the intervention of a notary or a sworn surveyor.
  • Users may report a listing. Reports are reviewed in good faith; abusive or malicious reports may lead to account suspension.

6. Tenancy and property management tools

  • Rent ledgers, invoices, receipts, agreement records, complaints and notice tracking are record-keeping tools. Their accuracy depends on what landlords and tenants enter.
  • An automatic receipt generated by the platform records a payment declared or confirmed by the landlord. It does not prove a payment we never processed.
  • Eviction, rent recovery and lease termination in Cameroon must follow the applicable legal procedure before the competent court or authority. Templates, reminders or notices generated on Vera237 do not replace a bailiff's act, a court decision or legal advice.
  • Referral to a lawyer, notary, surveyor or the security forces is a directory service. We are not responsible for the services those independent professionals provide.

7. Professionals directory and reviews

  • Professionals listed in the directory are independent. Their status shown on Vera237 reflects the documents they provided at the time of review.
  • Reviews must describe a genuine experience. Paid, traded or fake reviews are prohibited and may be removed.
  • Contact details of professionals are shown to signed-in users only and may not be extracted, scraped or resold.

8. Fees, payments and taxes

  • Free features may be used without charge. Paid features, if any, are described with their price in FCFA (XAF) before you commit, in accordance with Cameroonian consumer information rules, including Law No. 2011/012 of 6 May 2011 on consumer protection.
  • We do not hold deposits, rent or purchase prices between users unless a specific paid escrow-type service is expressly offered and accepted.
  • Each user is responsible for their own taxes and duties — registration duties, stamp duty, property tax (impôt foncier), VAT or withholding on rent — as required by the Cameroonian General Tax Code.
  • Payments through mobile money or a payment provider are governed by that provider's own terms, including CEMAC and BEAC rules applicable to it.

9. Prohibited conduct

Prohibited conduct is described in our Acceptable Use Policy, which forms an integral part of these terms. Serious breaches — fraud, double selling, discrimination, harassment, scraping, intrusion or malicious code — may lead to immediate termination and to a report to the competent Cameroonian authorities.

10. Suspension and termination

  • You may close your account at any time. Some records must be kept where a legal obligation, a tax rule or an ongoing dispute requires it.
  • We may suspend or terminate access, with notice where reasonably possible, for breach of these terms, for fraud risk, for a legal order or for repeated unresolved complaints.
  • Ending your account does not cancel contracts you concluded with other users outside the platform.

11. Liability

  • The platform is provided on a best-efforts basis and may be temporarily unavailable for maintenance or reasons beyond our control.
  • As a host of user content, our liability is limited in accordance with Law No. 2010/021 governing electronic commerce: we are not liable for content we did not create, provided we act promptly when we become aware of manifestly unlawful content.
  • We are not liable for the decisions you make — buying, paying a deposit, signing a lease, financing — nor for a counterparty's default, a defective title, a boundary dispute or a claim by a third party.
  • Nothing in these terms excludes liability that cannot lawfully be excluded, in particular for fraud or gross negligence.
  • To the extent permitted by law, our total liability towards you is limited to the amounts you paid us, if any, during the twelve months preceding the event.

12. Personal data

Personal data is processed as described in our Privacy Policy, in line with Cameroonian personal data protection legislation, Law No. 2010/012 on cyber security and cyber criminality, and Law No. 2010/021 on electronic commerce.

13. Changes to these terms

We may update these terms to reflect changes in the service or in Cameroonian law. Material changes will be announced on the platform. Continuing to use Vera237 after a change means you accept the updated terms.

14. Governing law and disputes

  • These terms are governed by the laws of the Republic of Cameroon, together with applicable OHADA and CEMAC instruments.
  • We ask you to contact us first at legal@vera237.com so that we can try to settle the matter amicably; mediation is encouraged.
  • Failing amicable settlement, disputes fall under the jurisdiction of the competent Cameroonian courts, and for property matters the courts of the location of the property, in accordance with Cameroonian procedural rules.
  • These terms are published in English and French. In case of divergence, both versions are read together in good faith and, where the law requires it, the version in the language of the proceedings prevails.

15. Not legal advice

This document is a general contractual framework and not legal advice. References to Cameroonian legislation are indicative and may change. For any specific property transaction, consult a Cameroonian notary or lawyer.
